Naw, you're just not grasping the logic of it. Tell me, if they eliminated taxes (and maybe regulation too) entirely, would you still call that some kind of affirmative policy, rather than getting out of the way? Cuz it wouldn't be. You can say that "reforming taxes" is a policy, but the result is getting out of the way, which is not more policy intended to manage or even micro-manage what people and businesses do.

And darkness is not really darkness, you know. Not a separate thing or "policy." It's the absence of light. Same thing goes. You can't "create" darkness. You get light out of the way, and darkness is what you're left with. Get cumbersome tax policy out of the way, and you get (more) prosperity.
