I liked Ava's Cruella de Ville costume but my favorite was LuLu's Mary Poppins costume. It was great! Jax's was hilarious! And I still don't know who Michael was supposed to be?

Jon Snow from Game of Thrones. I don’t know who Jordan is dressed up as.

Sasha was actually Captain Marvel, but I agree she looked great!

Much like with the Nurse's Ball, I wonder what is the basis of deciding which characters wore which costume. Ava as Cruella De Vil just seems too perfect but the others seemed random, Captain America, Captain Marvel, Mr. Incredible. It just seemed random. In particular, Chase and Willow as Jessie and Buzz Light-year made no sense. Shouldn't it be Jessie and Woody? Buzz Light-year makes no sense. But then, I've always thought Chase was a moron.

Huh? Josslyn and Oscar played Jon Snow and Deanery in 2017, a repeat only 2 years later?

It's all ABC/Disney owned characters they are promoting. I do agree that Chase should of been Woody

Yes, I made the point that all the costumes were clearly intended to avoid paying an royalty in the 'Things I Learned' thread My question is "why was each character giveb the specific costume they were?". What is there about Sasha that suggests "Captain Marvel"? What is there about TJ that suggests "Captain America"? Etc. Costume choices should reflect the character, but with the exception of Ava as Cruella Deville and Molly as Ruth Bader Ginsburg, the choices seem to have nothing to do with the characters and seen to have been randomly assigned. I always wonder the same thing about songs at the Nurse's Ball, few of which seen appropriate for the characters.
Were the costumes chosen by the writers, producers or by the actors? Maybe the actors were given a list of possible costumes they could wear and they each chose the one they wanted? Is this how song choices at the Nurse's Ball are made as well?

Maybe they were assigned the costumes based on their clothing size? Like, the wardrobe department could only get certain costumes in certain sizes so they had to give them to the actor who would fit them best? Maybe?
It's a theory, anyway.

Those were definitely "one size fits all" costumes that you can find in Walmart. lol. It seemed random to me but I don't really see the necessity to be more in-depth with the costume choice per character. Although I think Jax's costume didn't suit him. I would expect something a bit more refined and classy for Jax. The character doesn't scream "superhero" to me.

Good writing means that characters are always "on model" and always act in character. Halloween costumes are this always a reflection of character. A character wearing a costume that doesn't seem appropriate for the character is one example of characters acting out of character.
On a well written show, all the costumes should seem appropriate to the characters. The Big Bang Theory did 12 different Halloween episodes, we the 12 different costumes, and yet every single costume every year always seemed appropriate for the characters.
An excellent example of a Halloween episode that was on point was the 2016 episode of Last Man Standing". Tim Allen's character who is a big conservative Republican who was always bashing Obama and Hillary Clinton, was dressed as Trump, and his neighbor, who was a liberal who loved to mock Tim Allen's conservative politics was also dressed as Trump, but with horns, cloven hooves and a tail. Not only was it funny, but each costume just seemed right for the character.

Is a repeat on GH that surprising?

So, the original Capt Marvel was a Fawcett Comics character who was sued by DC, and then Marvel copyrighted the name. In the 70s and 80s their generic Cap was male. When did Cap get retconned as a woman?

I really don't care about the mind-set or non-mind-set of TPTB when choosing costumes, so the only thing I can add is what I liked and didn't like.
I thought Ava as Cruella, Valentine and Nina as Marc Anthony and Cleopatra were inspired. The costumes looked great and fit well. I hate to admit it but Dustin and Lulu as Bert the Chimney Sweep and Mary Poppins looked good. Hated Chance's outfit, didn't fit well, and , unfortunately, looked ridiculous. Hated Laura's outfit, not flattering at all. Liked Michael's outfit although I didn't know who he was supposed to be until reading about it here. Haven't watched Game of Thrones but in hindsight I do now recognize the costume from the endless GOT ads.
Re Molly's outfit, I was a little distracted when she first appeared on Alexis' porch (anyway, that is my excuse for any time I don't understand something) and for a good 2 minutes I couldn't figure out what she was doing with her hair or why she was wearing the ugly, thick glasses. I thought maybe she was on her way to one of her graduations (we all know what an academic she is). Great outfit once I figured out she was RBG.

It's not a retcon, there have been no fewer than 7 different characters named 'Captain Marvel' since 1968 of these 4 have been men and three have been women. The first Captain Marvel died in 1981, and the name has been passed down to various other characters ever since. This is actually really common there have been 5 different Robins, three different Batmans, 4 different Captain America's, three different Flashes, about a dozen different Green Lanterns etc.
The second Captain Marvel (circa 1983) was a black woman named Maria Rambeau, who is from New Orleans and has a kind of generic 'Cajun' personality. The current Captain Marvel is Carol Danvers, who was introduced in the first issue of Captain Marvel in 1968, gained superpowers in 1977, and for 35 years had a variety of names including MS Marvel, Binary and Warbird before changing her name in 2012 to 'Captain Marvel' in tribute to the original Captain Marvel, with whom she had a brief affair before he died.
