On TMDb, anything that's a t.v. production and more than a single episode, no matter what it may be, has to go into the TV category, as TMDb has no way to list episodes/installments/parts together on the same title listing otherwise. (Only one-of, single-episode, movies, documentaries, cartoons, specials, etc. are able to fall under TMDb's Movie category.) A multi-parts t.v. movie is always classified as a miniseries (even if just two parts) on TMDb.
Had this been a t.v. movie that was broadcast all in a single installment, then it would have gone into TMDb's Movies category (even though it was made for t.v.). The same rule applies to single-installment things like one-of holiday cartoons (such as Frosty the Snowman or Rudolph the Red-Nosed Reindeer), etc., even if technically whatever it may be isn't truly a "movie" and is just 20-30 mins. (or less) in duration.

But what about if there are two versions? When it was aired, they did so in two installments.
But now you can buy the BluRay with everything cut as one movie.
There is currently no support for alternative versions. We only support the original (first released) version. The "Miniseries" TV show type that is used by some API users to import miniseries, limited series and two-part TV movies as film entries, but I'm not sure how it works.

According to Wikipedia & IMDb (sorry Travis) it is a 2 part TV movie. If it was released on or made for TV, TMDB classifies it as TV & rightly so.
There are other sites that also classify it as a TV movie.
