Who says they won't? It's only been one season, and while I did sense a potential "Will they or won't they?" vibe, it wouldn't have made sense to develop it this early; given what she goes through in this season, I'd think romance would be the last thing on her mind.

Their pairing just seems perfect... they both know about the upside down, because they've both been there, and they can't doubt exhorher because they've seen the things together. They can't do the whole, you're just seeming things, or you've lost your damn mind when they talk about things in the walls.
It's been months since I saw the show, but it was strongly implied that he gave away Eleven's location in return for access to the Upside Down. This was in close proximity to a scene where the kids mention Lando Calrissian, one of the most famous movie characters who sells out his friends.
I'm not saying she'd never forgive him, but I think she'd be somewhat pissed at him for it, especially given that it endangered the other kids as well.
I think they'll try. Neither of them seems like the happily ever after type, and I don't know if Joyce will be able to trust Hopper again when she finds out the full details of his deal with the government, turning Eleven over to them and putting the boys in danger.

I think now that Bob is gone it will happen. I was thinking that since this season one they would end up together because of their history. I think they killed off Sean Austin to make it happen.
Its just like when they had Nancy still with Steve and half way in she's with Johnathan.
They said on beyond stranger things that they didn't take fan feed back and it was all planned. Yet Barb dying really upset them and all through two she was referenced more since her best friend forgot her.
So it was planned or they are going after what the fans liked in season one.

The fact that he didn't turn Eleven over the to the lab, and protected her instead, certainly changes things. We did get an indication at the end that perhaps Joyce and Hopper could rekindle their high school romance. Not right away, after everything that's happened, but in time.
Apparently they started development on season 2 even before season 1 dropped. The powers that be at Netflix got hooked on the show themselves before we ever saw it, and were inclined to greenlight another season even before the massive, bigger than anticipated public response. So I believe them when they say there was little fan input in the current season's storyline. It appears they thought as far ahead as season 4 from the very beginning. They won't say whether the show itself goes on after that. They did kind of imply that the main characters will no longer be in Hawkins if it does. Netflix is unlikely to cancel ST, as long as the Duffers want to keep going and their young actors remain on board with the project.
Allowing fan preferences to determine where the story goes rarely works out. By bending the plot to accomodate their wish lists you destroy the very things that drew them to your show in the first place. Sometimes the best way to serve viewers is by not serving them - not in the details, anyway.
I would prefer if they didn't, but that's definitely the direction the story is going. I do like the idea of El having a family, and I like the idea of Joyce being El's step "mama".

What Hopper said early this season was dead on. That after a traumatic event, things never quite go back to the way they were. He and Joyce have a history with each other, dating back in high school, and having them try to rekindle that while dealing with all the things they've been through (recently and not so recently) would make for some poignant scenes in season 3.

Yeah, but how do you think she'll react when she finds out he sold out Eleven?

i don't think she would be too upset since it allowed her to get her son back. also, hopper probably figured out that 11 could take care of herself.
