It doesn't matter where the story is coming from. This site doesn't catalogue on the basis of games or light novel.
This hasn't been shown in theaters so stop talking in future tense.
It doesn't matter how long the episode is. I've seen special episodes with hours of content.
In anime industry they do promotions of everything be it a special, movie or dvd content. There's is no point in taking that as a basis.
I just stated what the TMDB Bible says for the removal. I don't care about the opinions of the japanese or the germans since we are on TMDB. TMDB rules matters the most.

Because it's not a Standalone Special. It already has a proper series of which it is a part of. The Official Sources didn't assign a season so it should go to special season.
As for why I'm considering it a special is because every other source is doing so. You and me are no one to decide what is what.

Any news? How did you moderators decide, considering a homonymous series and franchise title? And is it a rule-breaking categorization when a franchise (title) is equated with a series (title) and each cannot be sorted into season 1 ff. is sorted into the special season? It's not good to park everything that belongs to the franchise and doesn't belong to a season in the special season.
An additional example: "Detective Conan: The Special - The Scarlet Alibi" was originally planned as a TV special and was unceremoniously released in Japanese cinemas (without the fan community letting it out).
Please do not misuse the special season as a franchise container and evaluate each content correctly.
Warning: Rules can only be applied correctly if the content has also been correctly quantified.

Would you classify a compelation film e.g. Attack on Titan ... as a film or as a special, sorting it in Season 0?

They are considered as movies. Since they are movies to begin with no matter the content. Reminiscence Arc is a Special from the beginning.
