I think it was approved to stay in the movie section, but perhaps time to re-evaluate that decision. The issue is that we already approve many older TV-specials and if we don't want to delete those than this one should stay as well. But I'll stay out of the discussion.
Also, here, "Single one off OVA's can go in the specials section, don't create movies" is especially for those anime, but still applies to regular series, whether it's a direct-to-video episode, aired on TV, or distributed digitally. Single one-off stuff not related to an existing show (and not a spin-off or something) gets a seperate (movie) entry, if it is related to a tv show, it is just a special for that series.

No this is one we block from adding. I don't know how it has been able to be added? (Oh wait, it's from 2017... I guess Travis forgot to merge it).
