Here's a display of numerous pictures of actress Hillary Brooke, and the exact picture that's presently posted on TMDb as being of, supposedly, Mildred Shay appears included in the spread of pictures of Hillary Brooke:

I believe you'll readily agree that, indeed, it's a b&w picture of Hillary Brooke, not of Mildred Shay, that we currently have posted. (I don't know whether or not our currently posted colour picture is of Mildred Shay since I don't actually know what Mildred Shay looked like. But I do definitely know what Hillary Brooke looked like as I have the DVDs of a couple good 1940s movies she was in.)

PS: Doing a web search just now for pictures of Mildred Shay, here's what I found.
The b&w picture that we presently have posted does appear there, though I'm fully certain it's erroneously identified:

Several of the other Mildred Shay pictures at the link immediately above look like of a specific woman with a different face (which no doubt was the actual Mildred Shay).
I think the following picture was probably actual Mildred Shay, as that face looks consistent with various of the other pictures that are identified as being of actress Mildred Shay:
