The information I found for this film was in the documentary Cinema Europe, Part 6 (clip of the film is linked and can be found at 18:20 to roughly 19:15). I can't find it in any database but know it exists. It might be a translation problem because I don't speak French so if any knows anything else about the film or know its translated English title that would be really helpful. Thanks!

This, on IMDb, is listed. However that IMDb listing indicates a 1930 France release date.
Note that there's also this screen - and that if you click on the link there that it takes you to this page - which shows the 1 November 1929 France release date you indicated.
If that's the correct film (and it does appear to be), it has a TMDb listing.
If that's the film you seek a listing for, Chiqué is a different film.
