The cloud cars trying to keep Han from landing were a warning, before the Empire gave new orders for them to land. Seems like Lando had plenty of opportunity to whisper something in his ear, though.
I'm pretty sure Vader's deal was contingent on Han & Leia's capture. If they never show - regardless whether Vader knows it's Lando's doing or not - the empire has no reason not to take over Cloud City.

Lando felt responsible for the entire city. He didn't want to burn Han, but he did what he though he had to in order to protect the city.
