So Potter simply gets away with stealing the $8000? Not only is that unsatisfying in its own right, I thought in old code movies everyone had to pay for their crimes.

Indeed, that's very unusual for a film of this vintage; normally, under the Production Code, anyone doing clear and obvious wrong is supposed to pay. Potter, however, apparently remains free and clear.
As you said, that, meanwhile, is very unsatisfying. We all want to see Potter's smug, contemptible self get hauled off in handcuffs and thrown in the slammer!
I wonder how much $8,000 in 1946 USD would be in 2018 USD. Is someone reading this able to figure out the amount?

Maybe they figured that George Bailey not going to jail was punishment enough for Mr. Potter not that that would make sense lol.
Adjusted for inflation, $8,000.00 in 1946 is equal to $127,238.19 in 2018. Annual inflation over this period was 3.71%

Wow: Potter got a hefty take for sure! Maybe he'll now go out and buy himself a badly needed toupe to cover up his fake-looking bald head. (The make-up department didn't do a very convincing job on Lionel Barrymore with the bald head look.) lol
