Cartoons with two or three distinct stories (segments) per half-hour should be split so that each segment is an episode.

Additionally the segments are never split on any releases. They are always combined.

IMDb has no relevance here, they are another database like TMDB. Different databases are likely to have different guidelines.

No. Take a look at Animaniacs (and the reboot), or Phineas and Ferb, or Milo Murphy's Law and you'll see that every segment has its own episode despite the fact that they are combined on digital video stores and streaming services.
If a cartoon that has multiple segments doesn't follow the segment split rule, please report it.
