Why would executing Terrance and Philiph help Satan rise?

I don't get why he can ascend to earth because of that? He couldn't before, so why is that changing? Because of innocent blood? I guess bombing the Baldwin doesn't count, lol

It is a scene with Satan and Saddam. Maybe right before Satan starts singing Up There. He is looking at a stone slab with T and P heads with x's for eyes.
