The way it ended implied another movie. Unless its supposed to be a sort of Butch Cassidy and the Sundance Kid ending, where the heroes are going into impossible odds with the certainty that they won't make it but they'll go down fighting.
Angus Scrimm is the face of Phantasm, so I doubt the would make another movie now that he has passed away. They could though. If The Tall Man has already won, it could be more about toppling his empire than the sort of figurative chess match between him and Reggie that part 5 hinted at.
If not, and this is the final chapter...this movie desperately needed Don Coscarelli back as the director. Otherwise, good ending to the series if this is the end.

I'd say definitely a Butch Cassidy type ending...the 5 of our heroes against impossible odds (those giant Spheres man...scary stuff)! Gamera: Revenge of Iris (the 3rd in the '90s Gamera reboot series) ended similarly...nothing wrong with that type of ending...its not an ENDING ending, but its better then seeing our hero(s) die a gruesome death!
I finally got around to watching this and gotta admit, I enjoyed 5 more then 2 & 4! It was hampered by an ultra low looking budget, but still a fun flick and seeing the whole gang together again (including bringing back Rocky from 3 for a quick call back...that was SO awesome!) still fighting the good fight was a great ending to the series!
R.I.P. Angus Scrimm, he will live on forever..in our NIGHTMARES!!!!
