I thought the same, and it would've been a minor problem if it had been the only unbelievable thing about this wreck of a show:

• the plotproof infiltrated cop
• the amount of "philanthropic" or spiteful suicides
• the ending
• the psychopatic switch, even though I understand south korean society may be deemed very violent relative to western ones

More generally, imo the writer(s) did a very generic job, when it wasn't just bad.

9 hours was too much time to tell this story...I agree it could have been done in 6, or even a 2 hour film. It seems too many things are milked for time anymore.
