Sister Pictures and Sky Television are both UK companies. That may have something to do with it.
Of course it has to do with it, but it's not an explanation. I dont believe that UK companies aren't able to choose native Russian or Ukrainian speaking actors (who are good enough). I think there just is / were not enough interest in authenticity (generally, this show is still great).
I really enjoyed the show but the British accents kind of bugged me.
most of the best actors are British and the market is mainly English.
I know, I still loved the show and all the actors were fantastic, I got over the fact everyone was English very quickly but I still got a good laugh out of it too.
They explain the reasoning for this choice quite well in the podcast that accompanied the show. It details all the things that actually happened, events and dialogue that was meant to be extremely accurate or verbatim (translations of course), characters that were amalgamations of real people, purely fictional characters and events added for emotional value or to explain the setting, etc. Worth a listen. In fact, without listening to it you will potentially misunderstand some of the details of what actually took place so I'd consider it mandatory.

I would have preferred the show being in Russian & Ukrainian with german or english subtitles.
But on the other hand: the actors are great.

Maybe they actually did speak English before the explosion and the radiation turn their language into Russian.
