DEA formed a pact with DFS (their FBI, etc), the local cops, and the cartels / plazas (staged raids & seizures). Thus there was very little threat to Kiki & his colleagues. Even when DEA overstepped this pact, DFS shot others instead, like Kiki's eavesdropping friend.

Kiki was abducted, cuz the Defence Minister wanted to show Felix who's boss. Thus he made Felix wait for a very long time in the tennis/golf club & in the restaurant. Initially both agreed not to kidnap Kiki, but that Defence Minister perhaps (I'm guessing here) wanted to sideline Felix, & maybe had someone else take over the business.
