The first season is an adaption of the book with the same name. It's based on a true story, with real people and has a name that both refers to the ship, and the mysterious things that happens. It's an ending story. So why not just make it a mini-series and call it a day?
Not to say that the 2nd season is bad, I've heard good things about it. But why not make 2 mini-series instead? Are they trying to surf on the 1st season's popularity?

Why not? If it works once, try it again with a different tale and different cast. (After all, the "syfy channel" rose to the "top of the horror sewer" with "Sharknado" series.:( The World War II tale has gone from mystery to creepy to "can anyone stop this?" with a cultural bend. The "Creepypasta" flavor has been turning up in various places with various degrees of success.

I think it's important to remember that this is a Nisei story not a Japanese story, so it contains elements of both American and Japanese horror, plus some Mexican stuff as well. If it were just a classic Japanese genre story, the supernatural element would clash with the parallel story about Nisei treatment during WW2.

I believe it was always intended to be an anthology series and the original intention was to spin it out to 5 seasons.
The common thread for both seasons btw is a group of people from an alien society trapped in an environment they cannot successfully navigate either in the physical sense or the supernatural. It is about how people face, or fail to face, a collective threat.
