I can see it on HBO Max as S03E11.

Also one of the executive producers and writer for the episode confirmed months ago that it does not follow up on season 3

Since EIDR doesn’t count it as part of the season and this I just linked I think it shouldn’t be listed as a normal episode. It doesn’t make sense.

Then it's a regional thing so we should follow the order of the show in the original region (aka country) (United States) and the network that airs it (HBO Max).
It doesn't matter how EIDR classifies it or the executive producer's comment about it being in a "limbo" timeframe. We always try to mirror how episodes were first released on the original network's website, or current network's website if the show moved to another network.
HBO Max (US) is the show's current network and they added it as S03E11 so it should be added to the entry as S03E11.
