Extra Details: When I tried to make api call(https://api.themoviedb.org/3/tv/70523/credits) for the credits of this show, only one cast member(Louis Hofmann) was returned. Do other regular cast members properly assigned to every season?

Well, yeah, the last season is not always a good representation of the main cast of the series. The last season of Dark only has one regular cast. The other actors are all added as guest stars.
If you're unhappy with the response, maybe you could instead use aggregated credits.
