How long does it take to build a school? (Spoilers)

I thought it was like 2-5 years. But if Alex's Dad was released from prison 10-15 years ago (since his partner said he had to do a dime for him, and the murders have been happening for 15 years according to the file the kids found) to help build the school in his neighborhood shouldn't it have been built already?

Jonah's been out of commission for some time, and it seems like he's crucial to the construction.

I think the main thing keeping the school being "built" was the drill wasn't ready and them setting up the infrastructure to make is seem that a giant drill seems normal equipment for use in the building of the school, which makes no sense if anyone actually thinks about it. At least, the Hand in Daredevil was able to hide their digging a little better.
