NASA became too bureaucratic and complacent. The "space race" was over, they had won and so the gov't couldn't seem to justify the budget for such a program especially when the TV ratings for each mission got smaller and smaller.
NASA gets the same budget now, where it makes exactly zero launches using zero vehicles, that it did when it had a program supporting 4 shuttles making numerous launches per year. Try to make sense of that.
It'll be SpaceX/Musk landing people on Mars. Guaranteed.
