Worf was born on Qo'noS (Klingon homeworld). After his parents were killed, he was adopted by a Russian couple, the Rhozenkos. He speaks with an American (not Russian) accent.

Deanna Troi was born on Betazed (Betazoids homeworld).

Which accent do you mean series Troi's accent or Movie Troi's accent which is basically Marina Sirtis herself minus some heavy Cockney accent. laughing

When Picard visited his family back home in France in the episode Family (S4E02) all of them - his brother, sister-in-law and his nephew - all spoke with an English accent.

They probably didn't want them to sound like Maurice Chevalier which would have sounded really silly .If Picard had been smarter in Generations he could have saved them.
