Referring to en.wikipedia.org and the list of episodes it is episode 00 of season 05. Same at imdb and on history.com and they paid for it. There is nothing special about it apart from the strange numbering. Compared to the other specials in season 00 it does not belong there. It therefor should be listed as episode 00 of season 5 for my opinion. Why should we treat it different from the rest of the planet?
