I miss Cat Grant and why do we have to put up with this jerk? Surely James can overrule him and rehire Kara.

Because Snapper Car is the replacement for Cat Grant. The only difference is that Snapper is not regular cast member, so we can't get used to his snark, which is unfortunate, because in my opinion, he would have a lot of potential. But that's what you get when you change production sites from one country to another and lose some actors in the process. :(

James is the CEO of CATCO, and probably cares more about the mission of the company than who Snapper fires.
