It makes me think of Full House, Webster, Step by Step, Family Matters (Urkel is even shown in a cross-promotion with Bojack), etc.

Yep, and to add to your list of banal and vapid TV shows , I grew up in the 80's so I remember them well, was Silver Spoons, Family Ties, Growing Pains, Charles in Charge, and Who's the Boss? . Had a crush on Alyssa Milano back then. Who'd thunk she would turn out to be a lunatic Catty Daddy, don't turn out like Alyssa Milano. Roseanne actually falls exactly with the started in the late 80's and went into the 90's Horsin' Around timeline you mentioned.
