Since the beginning. And yeah, Penguin survived death, so did Riddler... and of course Grundy. But Sophia was in our reality, per se. Not a character of legend. Not a Poison Ivy. The bullet through her forehead, practically between her eyes, should have done her in unless tossed into Strange's swamp of chemicals.

Batman at it's best had a foothold in reality. The criminals may have been supernatural in one respect or another but regular mob figures, like Sophia's father, stay dead.
