Does this show have any great episodes? I say that for two reasons : 1) I thought S3E1 was one of the better episodes so far, but the rating it has gotten on IMDB thus far is already middle of the pack and falling fast as more votes come in. I'm surprised since I thought the anticipation for this episode after a year of waiting would result in a relatively higher rating compared to others. It doesn't seem like people are receiving it well for what it is- the premiere of season 3.
And 2) Breaking Bad already had at least 6 great episodes by the start of its 3rd season (and dozens of others beyond that point). But I don't think BCS has had any truly great episodes yet, even though "5-0" was pretty great. Problem with that though was that episodes that surrounded it were so boring. At least Breaking Bad's early episodes advanced the plot around its great ones.

I loved when Mike made his spike strip with his granddaughter. It may have been the next episode that he used it. Anything Mike-centric is great, for me. He was my favorite character on Breaking Bad.

That depends on your own personal taste. This show isn't and won't be everyone's cup of tea. As far as S3E1, that had to set up the rest of the season. Surely you didn't expect Jimmy to go directly to jail in this episode. As discussed with Chuck and the other guy, the chain of evidence with Chuck's tape would be suspect and probably thrown out in court. It's going to be interesting to see just what Chuck has planned. It's obvious he does have something planned and that most definitely will contribute to Jimmy becoming Saul Goodman.
