Nora Lewin was appointed by Giuliani to finish out Schiff's term. She then lost the next election to Branch. In Nora's intro episode, we learn that Schiff is working with Simon Wiesenthal; but is that why he left office?

Jack McCoy took over the rest of Branch's term and won the next election. Is it ever said why Branch left?
