Never implied they were lead lined or prevent unwanted flare ups from his heat vision.
Some versions he wore glasses years before he was Superman L&C, Superman Returns and Secret Origin and of cause TV Supergirl wore glasses before coming out.

Because in some versions his eye sight and powers didn't fully develop until the onset of puberty, he really needed them, then continued to as they aided his disguise.
