当积雪完全融化后，关东地区的飚车手之间渐渐流传起了一个传闻，在Internet上出现了一个由群马的飚车手所建立的网站，向整个关东地区征集对手并扬言要达成“关东最速计划”，甚至还十分专业地把赛道等资料罗列出来，该网站也就是那个车队的名字叫做“Project D”！ 枥木县S市“SEVEAN STARS”车队便是“D计划”远征的第一站。末次澈是“SEVEAN STARS”下山道最快的车手，也是个非常有趣的人。为了备战他特意向女友借钱购置新轮胎，结果女友生气地警告他如果输了的话就要放弃赛车，为两人的将来好好做打算。终于到了周末，出现在末次他们眼前的是黑白相间的86、黄色的FD以及一台印着“Project D”的白色面包车。

拓海出社會後還是老樣子幫文太送貨到山上去，除此之外就是加入Project D車隊，到四處去挑戰，並創下當地的紀錄，只不過文太並不看好這種情況能維持多久。而拓海這次面對的對手是個情況和自己很類似的飆車手，雖然情勢再怎麼看都對拓海不利，但是涼介仍然對拓海抱持著相當大的信心…。

This series focuses on the exploits of the new team founded by Ryosuke, Project.D, which is composed of Ryosuke (leader and strategist), downhill specialist Takumi, uphill specialist Keisuke, and a staff consisting primarily of members of the Akagi Red Suns. The team travels the region, challenging other teams and posting the results of the battles on their website. Each race is intended by Ryosuke to develop a specific area of his drivers' skills. By this time, Takumi matures slowly into a more confident and knowledgeable street racer, while Keisuke improves on his technical driving skills. Takumi instinctively develops many new techniques through his own ingenuity after some prompting by Ryosuke, such as "Blind Attack", a passing with his headlights off so that his opponent is unable to see him coming and block him, and using weight shifting to execute manoeuvres similar to the gutter-hook technique on Akina.

L'équipe parcourt la région, défiant d'autres équipes et publiant les résultats des batailles sur leur site web. Chaque course est destinée par Ryosuke à développer un domaine spécifique des compétences de ses pilotes. À ce moment-là, Takumi mûrit lentement pour devenir un pilote de course de rue plus confiant et plus compétent, tandis que Keisuke améliore ses compétences techniques de conduite. Takumi développe instinctivement de nombreuses nouvelles techniques par sa propre ingéniosité après quelques incitations de Ryosuke, comme « l'attaque aveugle », un dépassement avec les phares éteints afin que son adversaire ne puisse pas le voir arriver et le bloquer, et l'utilisation du transfert de poids pour exécuter des manœuvres similaires à la technique du crochet de gouttière sur Akina.

藤原拓海は、啓介の兄・高橋涼介が立ち上げた群馬選抜チーム「プロジェクトD」のメンバーに加わる。プロジェクトDは「1年間のみの限定活動」「関東完全制覇」を謳い、拓海がダウンヒル、啓介がヒルクライムを受け持つダブルエース体制で県外の名だたる峠道へ遠征する。拓海は愛車ハチロクを自在に操り、誰の目にも圧倒的に速いと思える車を相手に対等な勝負を繰り広げ公道最速伝説を築いていく。
