11-year old Persia is an energetic, loyal and happy young girl who has grown up alongside the animals on the Serengeti plains of Africa. Twins Riki and Gaku Muroi and their grandfather, Gōken, bring Persia to Japan with them in Minato-machi, where she lives with a couple who own a grocery store. During an incident during the return flight to Japan, Persia finds herself in the "Lovely Dream", the land where dreams are born and grow. The Fairy Queen appears before Persia in the form of a butterfly, and explains that the Lovely Dream is in danger, requesting Persia's help. She gives Persia a magical golden headband with a star which reacts to the word "Papurikko". With it, Persia can conjure a magic baton which bridges her world and Lovely Dream, as well as transform into an older self by saying "Perukko Raburin Kurukuru Rinkuru". She is sent with three kappa back into the regular world with the mission of collecting love energy to thaw the frozen Lovely Dream.

Persha Hayami (Evelyn, in Italia) è una bambina di 11 anni, figlia di una coppia giapponese, ma cresciuta in Africa. Dopo tanti anni trascorsi nel caldo continente, la ragazzina, affidata al miglior amico del padre, il professor Muroi, torna con quest'ultimo in Giappone dai genitori. Durante il viaggio di ritorno, l'aereo viene risucchiato in una dimensione parallela chiamata Lovely Dream (Sogno d'Amore, in Italia); qui la ragazzina incontra tre kappa, i quali le spiegano che il loro mondo è legato al suo tramite i sogni umani, ma che tuttavia la maggior parte di essi non riesce a superare la barriera di Lovely Dream congelandosi prima di realizzarsi. Solo l'energia dell'amore può scongelare questi sogni e riportare la primavera in un mondo sempre più ibernato

한국어 더빙판은 1985년 5월 9일부터 매주 목요일 6시 45분에 KBS-2TV에서 '샛별공주'라는 제목으로 방영되기 시작했으며, 1985년 11월 8일부터 매주 금요일 저녁 6시 40분으로 방송시간이 변경되어 1986년 2월 28일부로 종영했다. 1990년에는 '핑크요정 페루샤'라는 제목으로 재더빙한 비디오가 출시가 되었고, 2007년 9월부터 케이블TV 방송국인 앨리스TV에서 KBS판을 재방영 한 바 있다.
