The theory is interesting as leprechauns are kept in cages to gawk at, elves get named based on what job they’re going to have, and tutors aren’t ever allowed to revisit the family they worked with again. That doesn't sound like the kind of world where magical creatures are allowed to live freely. It sounds like something straight out of Voldemort's campaign message. It's also revealed in the show that wizards who break one of the 11 core rules will have their hands broken, which prevents them from ever holding a wand again. Wizards are suppose to look toward fellow wizards for coupling instead of muggles.
