I know that neither profession is the highest paying for their requirements, but shouldn't a cop and a school teacher at least be able to afford a place of their own rather than living with her mother?

Perhaps, but there were shows that did that. I remember Jackie was always over at Roseanne's on the 'Roseanne' show even though Jackie had her own apartment, then a house.
The weirdest, and the most annoying, was the landlord Schneider on 'One Day at a Time' who was always barging in on Ann Romeo with his pass key since he didn't live with them and he was always in so many scenes. I'm surprised they didn't get rid of him after the first season.
