As OP said, Bleach was 16 seasons (now 17). Having episodes numbered in sequence has nothing to do with how they are broken down as seasons. Even US TV shows usually have sequential production numbers but are still broken down as seasons. If TMDB wants to go their own lone numbering way for this show that's fine but that will render it useless for most as a scraper or reference.

Bleach was only split in seasons by the occidental broadcasters. There were no seasons during the original Japanese broadcast.
