This episode was aired as the 1st season 2 episode in the UK in December 22, 1984, as the 1st season 3 episode in Canada in December 24, 1984 and as the 1st season 4 episode in the US in December 24, 1985.
TMDB currently has it as S03E01 (Canadian order). I'm noticing it because I have the most recent American Blu-Ray release ("The Complete Series" in this table) and the episode guide that came with the box set has it between Gunge the Great and Glorious (currently the last episode of S03 on TMDB) and Sprocket's Big Adventure (currently the first episode of S04), which would make it S04E01.
According to the show's Wikipedia page, it was a joint production of all three countries and intended to target all of them concurrently, so I can't claim it's a definitively American show. Maybe I could argue for it on the basis that The Jim Henson Company is definitely American, or because the US seems to be getting the most recent and complete physical releases? :)
If none of that is reason enough to make the change, I understand. This discussion thread can at least explain the situation for the next person who comes along.

It think the main producers are most likely Canadian. Both British and American newspapers repeatedly refer to it as a Canadian series.
That being said, the air dates that are used here and on most database seems to correspond to the American release. In the US, the series premiered on HBO on Monday January 10, 1983 at 7:30 PM. In Canada, the series premiered on CBC on Sunday January 23, 1983 at 5:30 PM. In the UK, it looks like the series began airing around November 1983. I didn't bother researching the premiere date because they aired a different version of the series.
According to this newspaper article and a couple of others, the special actually aired in 1984. But you can always use an episode group to create an alternative order.
