They didn't think would kill Keith if they didn't tell?
It could've saved Keith's life but no favors for Deb.
It was a situation where no one could tell or keep quiet about it.
They didn't think Dan was capable of murdering anybody so this would have only worked if one of the main characters went back in time knowing of Keith's Death...but then it wouldn't be One Tree Hill, it would be a Syfy show lol.

Nobody cared about him enough to knowledge.
What do you mean, Are you talking about Dan? Dan had many who cared about him despite the imperfect relationship he had with them. Whitey, Deb, Karen, Keith, Nathan and eventually Lucas gave him chances to change but it just couldn't happen because of how Dan is, but again that's no reason to suspect that he's capable of murder. He was a A-Hole sure but he was never a murderer until he was pushed into that really dark place after the whole fire incident at the dealership and seeing his brother in bed with Deb.
