At jumptheshark.com (archives of that website now at archive.org) a poster wrongly called the ST:TOS ep 'Time and time again' (or something very close to that--haven't seen the webpage in a while). God, where did they get that title? Other posters at JTS commented about the mistaken title.

ST:TOS had one theory, and Babylon 5 had another.
Either of which is probably much more likely than Amelia Earhart being taken to the Delta Quadrant by aliens. (Just because of the distances involved...)

For you then..... I don't even get what you wrote.
Personally, I like the idea and for me, it makes sense that "City" is referring to the ancient city where The Guardian of Forever stands. It's actually a cool title.

The Guardian was surrounded by a few ruins, the only real "city" in the episode was New York of Earth's past where most of the episode took place with Kirk, Spock, and McCoy, but calling THAT city "on the Edge of Forever" didn't make sense either.
I suppose Ellison's original story might have had some kind of elaborate City around the Guardian, but if they couldn't make the TV episode that way, they should have changed the title also.
Just use the title "The Guardian of Forever" and call it a day.
