In one that comes almost mid-series a gang of conmen and one woman pull a confidence game on an upper middle class tourist. When doing so they got a member of their gang to impersonate a cop. The man that got taken later says to McGarret that the former will stay in Hawaii to testify against the confidence people if they are caught. McGarret thanks him but says it is pointless for him to stay as they did not catch the confidence people in the act and that after a con game is all over there is nothing really to testify to. However, the confidence folks did impersonate a cop. That is definitely a felony so McGarret would have a case. That was script flawed. The interesting point is that some cases of crime are only like important and illegally apprehend-worthy of culprits when happening and right after they end its like there is no case any longer.
