I have removed the episode from the specials, since it's already here in season 24. The film page has been removed as well.

It is very much not Episode 1 of Season 24, but is a stand-alone special:

"Episodes should be added exactly as they first aired on the original network (title, date, order, season)." [guideline] South Park's official website lists The Pandemic Special in multiple places as season 24, episode 1. Closing topic.
