I know that traditionally, anything labeled a special goes in the Specials season. But the BBC website for Horizon includes some specials within regular seasons, and adjusts the episode numbering accordingly. For example, Season 2013-2014 starts off with "What's Killing Our Bees? A Horizon Special" on 8/2/2013, followed by Ep2: "Monitor Me" on 8/12/2013. On TMDB, "Monitor Me" is Ep1. Given that TMDB has adjusted to BBC's numbered season names, why not also adjust the arrangement of specials so that episode numbers fully align?

Even if the episode "What's Killing Our Bees? A Horizon Special" is listed by the BBC inside the 2013-2014 season, it is listed there unnumbered.
As per our rules, unnumbered episodes should be listed in the specials season.

For newer seasons of Horizon (2017 onward), BBC don't number any of the episodes. Those are not all treated as specials on TMDB. Other seasons, like 2016, also omit the number from an episode here or there. Those are not treated as specials on TMDB either. Where necessary, episode numbers are inferred. Those unnumbered episodes are part of seasons, part of the episode sequence just like my example - the only difference is that their titles don't contain the word "Special".
I also think BBC deciding to put a "special" in a season as part of the episode sequence deserves some credence, since there are many others that they chose not to.
