After he shot EVIL COOP and was driving away , Ray spoke to Phillip Jeffries on the phone.

Could it be Phillip Jeffries somehow got Ray the gun - Phillip Jeffries was the one who hired Ray and Darya to kill EVIL COOP?

OK, how? I can believe that Jeffries would help him but Ray was in prison. Not an easy place to smuggle a gun into.

Phillip Jeffries been shown (and known) to pop in and out places- disappearing and reappearing.

If he can just appear and disappear from the FBI Headquarters, why couldn't he get a gun to Ray in prison?

The good guys are helping the good guys and the bad guys are helping the bad guys- but if the good guys want EVIL COOP dead (or just returned to the Black Lodge) why wouldn't and COULDN'T they get Ray a gun?
