As we all know from season 3, Bunny - under extreme pressure from Burrell & Rawls to "juke the stats" in his district or face the consequences - came up with the idea of the "free zones" where drug dealing could be controlled rather than banned outright. His reasoning was that the police and the politicians have already lost the war on drugs, and what the police were doing now - arresting hoppers and mid-level dealers - was a waste of time and resources.

So short of actually legalising drugs he comes up with the free zones, this taking drug-crime away from the wider area of his district and have it managed in certain areas. And for a time it looked like a good idea because those former street corners returned to what they once were and ordinary citizens could go out without fear of being robbed or assaulted.

inevitably it all went tits-up when the media got hold of it, and everyone wanted to distance themselves from Colvin's "idiotic amnesty" on drugs, even though, as Burrell pointed out to Mayor Royce, crime stats fell dramatically in the area, and there was lots of support from citizens, shops and organisations for Colvin's idea.

So my question is: was Colvin's "free zone" idea a good one? Could it have worked with more support from the mayor? Clearly the fall in crime stats would suggest it was, as well as making the lives of ordinary people better knowing that their particular neighbourhoods would no longer be infested by dealers, hoppers and drug takers
