Why would you kill a guy that was known to be investigating you? He says he waits a week to avoid suspicion but just how many people do you think he would investigate in a week? That was a HUGE mistake to kill Penbar especially when Penbar didn't even suspect him. For a genius, Light sure made some remedial mistakes.
