以東京灣上的人工島「24 區」為舞台，這裡是極東法令外的特別地區，並以在這座島上出生長大的蒼生翔太（シュウタ）、朱城蘭（ラン）、翠堂光輝（コウキ）這三位從小一起長大的玩伴為中心展開的故事（角色名稱均為暫譯）。由於某個事件而導致關係改變的三人，為了追悼一周年而偶然再相遇，卻意外地收到來自去逝夥伴的來電，被迫做出選擇的他們，將如何守護 24 區的未來……
