Ok, I did my research. It's difficult to find reliable infos about a 1980s series, but the few newspaper articles I found support the 3+10+13 format. I'll ask Travis to move the episodes.

Yeah, the listing is wrong. Season 1 is only the first 3 episodes in the winter of '83-'84. A year later, in the winter of '84-85, they did 10 more episodes as Season 2 with a different leading man. Season 3, another 13 episodes, came in the winter of '85-'86. That's the same as network TV shows like Airwolf. It, too, aired episodes in the winters of '83-'84, '84-'85, and '85-'86. Three seasons, not one long one lasting several years.
