No. Unlike "Making of The Witcher," which has its own page on the Netflix website, "Making of The Last of Us" wasn't given its own page on the HBO website and is instead listed as an extra of episode 9 on the HBO Max website.

I'm reopening this since it looks like this was given a separate page on the HBO website (and therefore the HBO Max website as well) when the documentary aired on HBO on the night of March 14, according to this HBO schedule archive.
With this being a one-off HBO Original documentary, getting a separate page on the HBO website after airing, and HBO Max being the de facto VOD site for HBO content, the original way it was added on HBO Max could be seen as a digital preview or an early digital release, meaning this movie entry for the documentary can likely stay and the special should be deleted.
