Is there something like this for TMDB? I couldn't find it anywhere, at least not for Portuguese.
In Portuguese language, there are two ways for capitalizing titles (I believe it applies to all Portuguese-speaking countries):
Only the first word, or proper nouns, or some special words are capitalized: O pagador de promessas; Filme demência; Orfeu negro
The first letter of each word, with the exception of connectives, is capitalized: O Pagador de Promessas; Filme Demência; Orfeu Negro
Book publishers tend to prefer the first way, while streaming websites (movies or music) don't seem to follow any rules and appear to do it randomly.
Does this website have rules for this and I just haven't been able to find them? What should I do?

I believe the unwritten rule adopted on TMDb is 2.
Which is the rule adopted on Wikipedia-PT.

I prefer 1 (both out of habit and because it seems easier to deal with), but I don't think the other option is bad. I just think TMDb should make it clear which one to use.
