Clarify stance on amateur content

TMDb is on record on multiple occasions of claiming that amateur movies released only on YouTube are against the rules/contribution bible/what have you, yet I reported such a movie (https://www.themoviedb.org/talk/67b6362bfea8f116b33ad820) in August last year: https://www.themoviedb.org/movie/1298363-casper/discuss/66be8c44899dfaba669b886d
Nothing has happened to the entry, or all the other entries from the same person that are all amateur YouTube videos: https://www.themoviedb.org/person/4626557-zero-snook (reported here but more recently than for "casper": https://www.themoviedb.org/person/4626557-zero-snook/discuss/67b0b1c2ba14712f773628da)
Am I missing something? Is amateur content allowed from some specific people for unknown reasons? (This person doesn't have any professional content at all so it's not like a famous director that has a few entries of amateur content, although even in that case the rule should apply the same for everyone).
Either TMDb needs to handle all amateur content consistently and remove it, or the rule needs to be relaxed (personally I am in favor of the latter, but TMDb seems to have a personal vendetta against amateur movies, especially from some creators that are dealt with more quickly than others).
As a comparison: Before I knew about the rule against amateur content, I made an entry for a movie made by Joel Haver, which was swiftly removed within days. Yet the above reported movie has survived since may 2024, over half a year with no action from TMDb staff. What gives?

Yes, you are missing the big quantity of reports that we receive every day. It can take more than 6 months to process a report.

That would be understandable if it wasn't so inconsistent with certain types of content being removed within days, likely without a report even (unless some users are obsessively hunting for specific content to report).

I think it might be a question of some youtubers being more well-known and therefore their content pops up and gets flagged sooner. When it's an entry that keeps getting re-added, moderators are already well aware of the circumstances and don't need to invest the time to research all the details as they're already familiar, so those reports might get resolved sooner. Mods are volunteers, so it may sometimes be that they get to things that are quicker to sort first, to get the numbers of open tickets down.
