Are these allowed? Are these considered anthology movies? And if so, if the shorter films contained within, were originally standalone short films (that had their own release dates; i.e. festival screenings, digital releases, etc) should the physical dvd/vod releases of the anthology movie a short film was included in be added to that short film's release dates (with a note about the name of the anthology movie it was part of)?

There are existing examples of physical collections of short films having their own entries, in addition to each of the shorts within the collection having their own separate, individual entries.
However, they seem a bit inconsistent about whether those short film collections should be classed as "Video". (In the Contribution Bible, the "New Content > Content allowed in the Movie section (only if marked as video)" section doesn't explicitly mention short film collections, only "Official best of compilations".) It's also inconsistent whether people have added the collection's DVD release date as a physical release date on the individual short's page.
Here are a few examples:
The Animatrix (Video?=No; presumably because it had theatrical/festival screenings.)
Looney Tunes Golden Collection, Vol. 1 (video?=Yes).
Pixar Short Films Collection: Volume 1 (video?=Yes)
