No, you can't.
Upcoming
The date parameters must be the same.
I just tested it.
In the API Request the current dates are:

   "dates": {
     "maximum": "2023-10-27",
     "minimum": "2023-10-02"

And the country I chose BR.
In the WEB interface, the current dates are:

2023-10-25 (maximum)
2023-10-04 (minimum)

And the country is BR for me.
Furthermore, there are several other parameters of the WEB interface that can interfere with the result.
If you want the API result to be the same as the WEB, it's better to use Discover with the same parameters as the WEB.

For Polpular I believe the problem is smaller, it does not use dates, but uses region, country.
And it doesn't use the other WEB parameters.
So I suggest the same solution used in Upcoming.
